Speech by President Javier Milei at the Plenary Session of Heads of State and Government of the XXX Ibero-American Summit in Madrid.
Good morning everyone. Your Majesty, King Felipe VI. Distinguished Heads of State and Government of Ibero-America. Mr. Secretary General of SEGIB, Andrés Allamand. Before beginning, I want to express, on behalf of the people and government of Argentina, our deepest condolences for the 69 victims of the recent train accident in Toledo, among them, two Argentinians. We respectfully share the pain of their families and wish a speedy recovery to the injured; in this moment of sorrow, Argentina stands with the Spanish people.
I thank the Kingdom of Spain for the invitation to this summit and for the dedication with which it has exercised the Pro tempore secretariat. Thanks to the perseverance of Your Majesty, this space has been able to become a place where our countries can work together. I also celebrate the election of Andrés Delich as Secretary General of the Organization of Ibero-American States for Education, Science, and Culture.
In Guadalajara, in 1991, our nations founded this conference on an unwavering commitment to democracy, human rights, and fundamental freedoms. These principles guide our government today. We uncompromisingly defend the right to life, the freedom of each individual to choose their destiny, and private property. These convictions stem from our Western roots. Spain and Portugal extended in America a Judeo-Christian tradition whose values establish the dignity of the person.
The School of Salamanca brought that worldview to the economy. Its thinkers established that the consent of all parties is what legitimizes contracts. Martín de Azpilcueta also warned how the excess supply of a currency could erode its purchasing power. They were pioneers in placing justice at the center of economic decisions, and that is why economic liberalism has an enormous intellectual debt to Spain.
Centuries later, that defense of the person resurfaced in the voice of Salvador de Madariaga, who affirmed, in an adapted version for our time, that freedom is the plan of the spirit, and warned that socialism is fascist in politics and fascism is socialist in economics. Both doctrines concentrate the control of individual decisions in the hands of a minority and make economic dependence an instrument of political domination. The fascist maxim, everything in the State, nothing outside the State, nothing against the State, describes socialist states. And these equivalences between socialists and fascists are not coincidental; they share a hatred for the free market, adore state intervention, nationalize companies, regulate the economy, control the media, and spread propaganda and indoctrination.
Moreover, let us say that fascists, whether on the far right or the far left, do not cease to be socialists, and that someone on the right is not far-right but rather showing the position of the far left. As I said a few days ago here in Madrid, that pretense is still alive in agendas that are called progressive and that are gaining ground in Europe. For this reason, I want to point out before the heads of state and government, the responsibility that belongs to us. Freedom is defended above all by the limits that each one accepts for their own power. Our government inherited extreme expressions and state interventionism. A consolidated deficit of 15 points of GDP and an economy made obsolete by ridiculous regulations. Our starting point was to deactivate a catastrophe of biblical proportions amid predictions of failure from those who had sown the crisis.
Although everyone said it was impossible, we took on the mandate of the Argentinians. In one month, we eliminated five points of deficit in the Treasury, and in six months, we eliminated the deficit in the Central Bank. Something unprecedented. Thus, the Treasury ceased to finance itself through issuance, and we were also able to reduce taxes by four points of GDP. Additionally, we dismantled more than 18,000 regulations that stifled private initiative, and thanks to the Large Investment Incentive Regime, we achieved admission requests exceeding 210 billion dollars in key sectors.
An absolute record for our country. However, the possibility of changing the course is still not within reach of all citizens in our region; there are regimes that invoke Human Rights while imprisoning dissenters and silencing the press. Nonetheless, the recent elections in Chile, Colombia, and Peru spur a revelation, a democratic rebellion against paternalism and abuse of power. The liberal spirit is still alive, and today Argentina shows that such progress is possible, firmly supporting governments willing to take that path.
The same demand for responsibility applies to the multilateral organizations we are part of. Every program must justify the resources it receives and avoid overlaps of mandates and responsibilities; the only way to build a free future is through the responsibility of policies, and this future we want for our children also demands defending the rights and the heritage of our Nation. For this reason, for Argentinians, the Malvinas are a sacred cause, and that is why I remember here, in Spain, that according to the principle of uti possidetis iuris, Argentina inherited from Spain the titles of sovereignty over the Malvinas Islands and reaffirmed this through numerous acts of government.
I thank the countries of this community for their support of the special statement regarding the Malvinas Islands and their backing for the resumption of negotiations between Argentina and the United Kingdom. The advancement of the Sea Lion project exacerbates this controversy. The United Kingdom, abusing the de facto situation of its illegal occupation, promotes the exploitation of hydrocarbons through illegal and illegitimate licenses granted to the companies Rockhopper and Navitas. These activities compromise natural resources that belong to Argentinians and contradict the UN General Assembly resolution 3149, which urges both parties to refrain from making unilateral modifications to the situation while it is being resolved. In the face of this threat, we have devised a strategy that articulates diplomatic action with the administrative and judicial instruments provided by our legislation.
We have activated sanctioning procedures and filed criminal complaints against the companies involved and their executives. Our government will enforce Argentine rights with all the firmness allowed by law. At the international level, we have initiated arbitration against the United Kingdom in accordance with Annex 7 of the United Nations Convention on the Law of the Sea concerning the exploitation of hydrocarbons in the southwestern Atlantic. We have requested the International Tribunal for the Law of the Sea, among other provisional measures, to prevent the start or continuation of the exploitation of the Sea Lion project in the North Falkland Basin. These decisions respond to the permanent and unwavering goal of recovering full exercise of our sovereignty over the Malvinas Islands, South Georgia, South Sandwich Islands, and the surrounding maritime spaces.
We seek this through peaceful means and in accordance with international law. We reiterate to the British government our willingness to negotiate according to the relevant UN resolutions. London has the opportunity to practice respect for the international rules it frequently recommends to the rest of the world. Your Majesty, esteemed heads of government and state, our decisions will determine how much space the next generation will have to create and prosper. Therefore, I call on the leaders of Ibero-America to put the authority we receive from citizens at the service of their freedom.
Argentina is ready to promote this path alongside those who wish to leave behind decay. We will restore to our countries the ambition to achieve the greatness that their history deserves. God bless our nations, may the forces of heaven accompany us, and thank you very much to all.
Esos principios guían hoy a nuestro Gobierno.
