Speech by President Javier Milei at CPAC in Washington D.C., 2025.
Hello everyone. It is a great joy for me to be back in the United States, and it is an honor to speak before all of you today. Thank you very much to those present, especially thanks to CPAC, which has always held a special regard for me. Thank you, Matt. Thank you, Mercy.
Just a month ago, I said at the Davos Forum that I believe we are going through a turning point in our history. History unfolds in phases or stages, moments where the spirit and the idea materialize in a person or in a group of people, sometimes close together, sometimes with kilometers of distance between them, but with an invisible connecting thread that, if it could be observed, I presume would be very similar to the images we observe in the neural networks of the human brain.
Today we find ourselves, precisely, in one of those moments when History, with a capital H, is changing its course. We are witnessing in real time the destiny of the world bifurcate toward a new path, different from the one to which the elites, the political establishment of our countries, were leading us.
Just as in the 1930s it could be seen that the flame of freedom was extinguishing and that a new change of servitude for humanity was beginning, today, we can finally say that the era of the omnipresent State has ended.
Today we are witnessing a moment when the long march of the State over the individual is coming to an end. I am referring, of course, to the collapse of the collectivist model and the dawn of a new era of freedom. We have prepared for this moment and I genuinely believe we are fighting a crucial battle for the future of humanity. As I always say, one can only act effectively if the diagnosis from which one starts is correct. We need to understand where we stand and what we are facing in order to know how to get to where we want to go.
Throughout the world, Western societies face the same problem and the same enemy: a political class that extracts ever more resources from citizens through taxes, in order to implement a model of unlimited state expansion. A political class with a God complex that seeks to regulate every aspect of people's lives, honoring one of Benito Mussolini's maxims of fascism: 'Within the State, everything; outside the State, nothing; and nothing against the State.'
We have called this political class the 'party of the State,' an extensive caste whose members, beyond superficial differences, share the fundamental idea of the State's advance over society. They are all those who, out of economic interest, ideological conviction, or a certain naïve individualism, work for the interests of the State: traditional media, union oligarchs, patronage businessmen, non-elected permanent bureaucrats who are thus inherently irresponsible; the so-called non-governmental organizations that do the dirty work of politicians; academic institutions that provide the theoretical framework for state expansion; supranational organizations; and everyone who, in some way, belongs to the great sect of global collectivism.
And of course, this includes traditional political parties that, regardless of their color, agree on the fundamental thesis that more State is always better. In Argentina, for example, we had a political system made up of '50 shades of socialism.' In the United States, there was the illusion of bipartisanship, with a Democratic Party that set the agenda and a Republican Party unable to confront it... until the arrival of President Donald Trump.
Viva... Curiously, you will have to wait until the end for mine.
Curiously, President Trump is an outsider, just like me, because the task ahead of us, the challenge ahead of us, is not for traditional politicians who have lived their whole lives off the system. It is for people who owe nothing to anyone, who are not compromised by the vices of the system and who know that change is more important than power for the sake of power.
In the political establishment of our donations, there existed a mentality, more or less explicit, that equated the advance of the State with the advance of democracy; that every conquest of the State implied an act of 'social justice' in the face of the supposed injustices of freedom; that the role of the State was to lead us to an egalitarian utopia by the systematic creation of new rights, which obviously had to be funded by taxpayers. It is precisely at the center of this scheme where politicians, the main beneficiaries of this model of unlimited state expansion, find themselves. Those who have made living off others by force a way of life, holders of powers and privileges that would be the envy of any monarch in history.
Televised fights and supposed partisan differences do not matter: they all work for the same God, the sinister one, and his manifestation on Earth, the Leviathan that Hobbes spoke of.
Therefore, saving some peculiarities of each nation, all of us here have the same mission: to take power away from the party of the State and return it to society. That is to say, as Albert Nock said in his book, Our Enemy, the State, social power has been progressively wrested and transferred to the State by force. Our objective is to reverse the process: to increase the power of the citizen and take power away from the State.
Of course, this cannot be achieved simply by managing the State better as it exists or by properly administering its resources. The only rational path is to shrink the State to the smallest expression possible. Reducing the size of the State is, in itself, an act of justice, because every reduction of the State is a subtraction from the taxpayer. From our perspective, the only acceptable State is the smallest one possible, to return to the citizen what belongs to them.
Therefore, all the powers that have nothing to do directly with the protection of the three fundamental rights —the right to life, to liberty, and to private property— must return to their origin: individuals, associating voluntarily and without intrusion from the State. This must be the case because, unlike the economy, power is a zero-sum game. Every power that the State has cannot simultaneously be held by society.
Therefore, we do not believe in piecemeal solutions or centrist compromises. We know that doing things halfway is an invitation to the return of the State, which, like a metastatic cancer, only knows how to expand and must be actively compelled to recede. It is useless to attempt to reach a middle ground: everything that exceeds its essential function must be definitively removed from its orbit, or sooner or later it will reclaim what does not belong to it.
We know that it is not an easy task. The modern State has more than enough tools, which have grown in sophistication over time. We are not talking about an obvious State, like the neofascist or communist one, but of a subtle and insidious State, which advances over the individual through art, propaganda, and cultural infiltration. Or at least it was like that until recently, as it finds it increasingly difficult to disguise its totalitarian character.
We have seen, to cite just one example, that in certain European countries, citizens are being arrested for expressing themselves on social media. But, more generally, I speak of the funding of academia, incentivizing the development of studies that justify the implementation of interventionist public policies, and the covert purchase of media through public funding. I speak of the multiple NGOs that live off our taxes, of cultural subsidies to produce propaganda, and, here in the United States, of course, of the USAID scandal, which allocated millions of taxpayer dollars to fund everything from magazines and television channels to electoral fraud, such as in Brazil, or governments with discriminatory aspirations, like that of South Africa.
And, as I said, governments with discriminatory aspirations, like the South African one, among many other aberrations, including the agenda of climate paranoia, the excesses of gender ideology, and the research that led to the creation of the COVID-19 virus.
However, the only thing that this mechanism of globalist directives truly achieves is the transfer of wealth from the lower class of a rich country to the upper class of a poor country. In short, I speak of a global network of influence, information, and opinion paid for with taxpayers' money, an unprecedented propaganda apparatus in human history, perhaps the biggest political scandal we have seen. And then, those same hypocrites accuse Elon Musk of intervening in the elections of other countries. Clearly, their audacity is as great as their totalitarian aspirations.
And if that level of collectivism in blood had any solutions, its apologists would at least have something to cling to, but not even that. That was historically the excuse of past statists, that prosperity would come through the rational management of resources by the State, resources that the private sector was incapable of exploiting. And perhaps, who runs the public sector? Aren't they human too?
However, we have witnessed that, with greater state expansion, the worse the quality of life is for people. It's no coincidence that Hayek dedicated his last book to explaining this phenomenon, which he called 'The Fatal Conceit.'
But this is not accidental. Beyond their evident incompetence, the political class does not concern itself with solving problems. After all, a solved problem is an area from which the State must retreat. On the contrary, the political class is dedicated to perpetuating problems and thus living off them forever. That is why they are always creating new problems, installing them through their propaganda apparatus to then offer themselves as the solution. And what does that solution consist of? In the implementation of regulations that cause even more problems, to be solved by more regulations.
In medicine, the term 'iatrogenesis' is used to refer to the damage suffered by a patient as a result of medical care. It could then be said that the statist regime consists of iatrogenesis as a State policy. That is, it is the doctor who enriches himself based on the progressive and intentional deterioration of his patients. With the present State model, the State breaks your legs to then sell you crutches at an overpriced cost and force you to thank it, and it pursues you if you do not do so.
In contrast, some testimonies say that in traditional Chinese medicine, the family doctor charged fees regularly for keeping the family healthy. In other words, according to legend, when a member fell ill, the doctor ceased to receive fees, being incentivized to resolve the ailment efficiently and quickly. Imagine, if only the State could work like that... How much misery could we have spared?
Today, those of us who want to dismantle this insane system are called antidemocratic. But again, this is a distortion of words, something very typical of the left, for a change. They do not call democracy the government of the people, but the paradigm of total and unlimited state expansion that they themselves administer. For them, democracy exists only if they win what they want, to subjugate the people to their whims. But when they are the electoral minority, the choice of the majority becomes authoritarianism.
In fact, many of those who accuse us of being anti-democratic were not even elected. They make decisions that affect billions of people around the world, and yet, no one knows them. They are accountable to no one but themselves, and they cannot be ousted by popular vote. And yet, they come to talk to us about democracy.
In short, they say that Trump and I are a danger to democracy, but what they are really saying is that we are a danger to them. We are a danger to the State party, to those who live off its unlimited expansion, to those who want a dependent individual subjected to their regulatory whims. And they know they are right: we are their worst nightmare. We come for their privileges, having been elected by the majority of each of our peoples, with the clear mandate to take away a power that does not belong to them. Today, our countries, Argentina and the United States, need to go through a second Independence. The first freed us from the power of European monarchies; the second will free us from the tyranny of the State party.
That is why we have put so much effort into identifying it, because one cannot fight against what one does not know. Having a well-defined enemy is a fundamental aspect of our cultural battle. Now we know it, we have won the elections, and we are in the process of dismantling their Leviathan, which is a tool of perpetual oppression. We have no secret formula, just an understanding of human history and knowledge of what has worked and what has not. That is why, with humility, I want to reflect a little on how we have been carrying out this battle.
We work firmly and upfront, without leaving room for compromises. We defend a set of values that we are not willing to negotiate, just as they have not been willing to negotiate when it comes to taking away our freedom. What they imposed without our consent is being eliminated without their consent.
Therefore, we have taken a chainsaw to the sectors and powers of the State that we consider superfluous, redundant, unnecessary, or directly harmful to society. Furthermore, this year we intend to initiate phase 2, which we have dubbed 'The Deep Chainsaw,' to continue shrinking the State, returning to the people the wealth that should never have been taken from them.
The interesting thing is that this process of justice has a political correlate because, by its nature, the State party has historically financed itself with poorly allocated public spending and shady deals with the State. That is why shrinking the State is cutting off the hose to the State's clients entrenched in it, who exercised fierce resistance to change, using taxpayers' money to keep them subjugated.
Our method is similar to that of our dear friend Elon Musk: reviewing office by office, keeping what works and discarding the rest. That is why I gifted him a chainsaw. With us, no one who cannot justify the cost of their salary in taxes is safe. Many of them will have to return to the private sector and earn a living by offering their goods and services in the market, just as the taxpayers they have lived off for so many years have had to do.
My deepest condolences to the politicians who believed this moment would never come and are not prepared, because they are going to get a cold splash of water.
Fortunately for them, in every misfortune there is an opportunity, and due to our deregulation progress, private sector wages will continue to rise. Therefore, if they do things right, they can be part of the progress, but far from the state caste.
As I have already said, this is not an easy task. Here in the United States, rebellious bureaucrats have tried to sabotage the work of the Government Efficiency Department and are resorting to bureaucratic and legal mechanisms to block any reform, which is also happening in our country, and it is something we must fight against day by day. But none of this has taken us by surprise. We are aware that they will do everything possible to stop this change, regardless of the resulting damage. If they have to destroy the world to preserve their privileges, they will do it, and we will continue fighting.
But today, the problem extends beyond the hardships that the present State model has subjected each of our nations individually because the decay of our governments during recent history, throughout the West, has not only impoverished our citizens materially and spiritually, it has also weakened us politically, economically, culturally, and socially against the external enemy. It has made us morally weak and vulnerable to the worst expressions of barbarism, the worst enemies of freedom, and we cannot give them an inch, because when they smell blood, they advance emboldened and without mercy. This was demonstrated during the cowardly attacks carried out on October 7, 2023, in Israel, which cost more than a thousand innocent lives and the capture of 251 individuals.
This week, Israel received the lifeless bodies of the Bibas family, who had remained kidnapped by the terrorist and murderous regime of Hamas, among whom are a mother and her two children: a 4-year-old boy and a baby only 9 months old. This regime is so unscrupulous and bloodthirsty that, in the last cowardly gesture, they had no better idea than to brazenly display their coffins before the cheers of a crowd, with the slightest respect. This is what is at stake, and we cannot afford to fail. Therefore, it is essential that the nations that have embraced the ideas of freedom remain united and collaborate with one another.
We must form an alliance of free nations because, as I have said on another occasion, organized evil can only be defeated by organized good. Only through this international right can we put an end to the political caste we face, which is sinking the West into the deepest darkness, and regain the momentum to protect ourselves from the despotic forces that want us subjugated.
That is why I also want to take this opportunity to announce that Argentina wants to be the first country in the world to join this reciprocity agreement that the Trump administration is requesting in commercial matters. In fact, if we were not restricted by Mercosur, Argentina would already be working on a free trade agreement with the United States that is mutually beneficial and does not unfairly burden Argentine producers, but neither American ones.
This is because only by working together, those of us who want to build a free world, can we move forward. Only then can we escape the nightmare of the all-encompassing State and continue doing what we know how to do as the West: testing the limits of the possible, trusting in the creativity of society and not in the sterile discretion of bureaucrats.
Only then we can return to our path of greatness as a civilization, honoring our ancestors, who gave their lives to see a free world and a prosperous humanity.
Only then, finally, can we rediscover ourselves and once again believe in what made us great as a civilization. May God bless the Republic of Argentina, may God bless the United States, and may the forces of heaven accompany us.
