The text focuses on the technical and legal implications of the Tax Innocence Law, without explicitly favoring a political approach. It mentions the situation of the provinces and their legal challenges, suggesting a lack of consensus and clarity in the regulatory framework.

AI summary
The lack of provincial adherence to the Fiscal Innocence Law could complicate the regularization of undisclosed dollars since provinces can retain the Gross Income Tax on funds deposited in banks. This law aims to encourage transparency of hidden assets; however, the absence of approval from the provinces undermines its effectiveness.
Authorities may choose 'silent pacts' to avoid pursuing taxpayers, although this does not guarantee the desired legal protection.
