The opposition fell short of the quorum it needed and the session was suspended. The outcome put the spotlight back on the alliances being built around the government's reforms.
Throughout the day, the blocs negotiated the agenda and the attendance of their members until the last minute. Even so, the final count was not enough to open the debate on the floor.
The ruling party read the absences as a sign of how hard it is for the opposition to coordinate a common strategy in the new political landscape.
The next chapter will depend on the talks between the different blocs and on Congress's ability to resume a legislative agenda with concrete agreements.
